This is in relation to the recent declassification ordered by President Trump of the FISA warrants and related documents and texts.

It’s a given that the DC swamp creatures are panicking.  The UK panic needs more clarification for folks not au fait with the set up over there.

Let’s look more specifically at where the panic might be centred.

This is from the GCHQ’s own website:-

“The Prime Minister has overall responsibility within Government for intelligence and security matters and the agencies. Day-to-day ministerial responsibility for GCHQ lies with the Foreign Secretary.”

“For some GCHQ operations, the Intelligence Services Act 1994 (ISA) and the Regulation of Investigatory Powers Act 2000 (RIPA) require additional authorisation.
The role of GCHQ in Government
In May 2010 the Government established the National Security Council (NSC) to oversee all aspects of Britain’s security.
The NSC is chaired by the Prime Minister. Permanent members are:
• Deputy Prime Minister
• Chancellor of the Exchequer
• Secretary of State for Foreign and Commonwealth Affairs
• Home Secretary
• Secretary of State for Defence
• Secretary of State for International Development
• Security Minister
• Heads of GCHQ, MI5 and Secret Intelligence Service (MI6)
• Other senior officials, as required

The Joint Intelligence Committee (JIC) produces intelligence assessments for UK Government ministers, and sets priorities for intelligence-gathering by the UK intelligence agencies. The JIC draws its membership from senior officials in:
• Foreign and Commonwealth Office
• Home Office
• Treasury
• Ministry of Defence
• Department for Business, Innovations and Skills
• Department for International Development
• Cabinet Office
• Heads of GCHQ, MI5 and Secret Intelligence Service (MI6)
• Chief of the Assessments Staff
The senior officer responsible to the Prime Minister for supervising the work of the JIC is the JIC Chairman, who ensures that the JIC’s warning and monitoring role is carried out effectively.”

The one ultimately carrying the can according to the above extract is the UK Prime Minister.  There have been two during the period in focus.

David Cameron held that position from 2010 until 13 July 2016 – so he could be getting a little hot under the collar at the moment.  His deputy up until 2015 was Nick Clegg – now Sir Nick Clegg.

Theresa May took over as UKPM from 13 July 2016 up to the present so she picks up the hot potato. Mrs May does not have a deputy.

The Foreign Secretary – full title Secretary of State for Foreign and Commonwealth Affairs – from 15 July 2014 to 13 July 2016 under Cameron’s leadership was Phillip Hammond.  He moved out of the Foreign Office to become Chancellor of the Exchequer on 13 July 2016 under May’s leadership. The previous C of the E was George Osborne – 8 May 2015 until 13 July 2016.

Hammond was succeeded at the FO by Boris Johnson from 13 July 2016 until 9 July 2018 when he resigned in “criticism of May’s approach to Brexit and the Chequer’s Agreement” .

Home Secretary under Cameron was Theresa May -2010 until 13 July 2016.

Under May it was Amber Rudd from 13 July 2016 until April 2018. Thereafter it is Sajid Javid.

Secretary of State for Defence 2014 – 1 Nov 2017 was Sir Michael Fallon.  The present incumbent if Gavin Williamson.

Secretary of State for International Development  according to this– there’s been several in the period we’re interested in.  Justine Greening (Sept 2012 – 14 July 2016) Priti Patel (14 July 2016 – 8 Nov 2017) and Penny Mordaunt, the present incumbent.

Security Minister From 8 May 2015 – 15 July 2016 John Hayes.  Present incumbent Ben Wallace.

Head of GCHQ from 2014 until January 2017 was Robert Hannigan.  Present incumbent Jeremy Fleming.

Director General of MI5 (UK Domestic Intelligence Service)from 1983 -present is Andrew Parker.

Chief of the Secret Intelligence Service (Commonly known as “MI6”- UK Foreign Intelligence) from 1 Nov 2014 to present is Alex Younger.

Chair of the Joint Intelligence Committee (JIC) since November 2015 is Charles Blandford Farr.  Previous incumbent was Jon Day (2012 – 2015)

These are the upper echelons of the UK Government.  No wonder there is panic!!! There will no doubt be backroom boffins aplenty also with hair on fire keeping them company.

Mrs May has done a couple of strange things in the past couple of days.  She called out Facebook on  human trafficking enablement and she told the EU Big Cheeses she wasn’t playing ball with them over the Brexit “deal or no deal”.  Maybe she’s seen the light?
